HEADLAND PARK AND NORTHERN COVE
The NSW Government has produced a Consolidated Concept Plan for Barangaroo. The Concept Plan is the statutory master planning instrument which will guide the urban renewal of Barangaroo.
The Consolidated Concept Plan follows the approval of a Draft Concept Plan in February 2007 and addresses issues raised in the Conditions of Consent imposed with that approval. Any work on the site is subject to future project applications and determination by the Minister for Planning.
The Concept Plan covers two key themes.
| Urban design |
Physical arrangement of buildings and open space to “complete” the cityscape of Sydney by reconnecting the western foreshore to the CBD.
Providing a western façade to the Sydney skyline that matches the eastern face, integrating road and transport systems with the existing city area. |

| Policy initiatives |
Layer people and activity essential to successful place making including social inclusiveness, sustainability opportunities, activation strategies and cultural needs.
Guidelines in terms of the mix, scale, location and height of the proposed built form land uses. |

APPROVAL
The Minister determined the Concept Plan on 9 February 2007.
AMENDMENTS
Commercial floorspace increase
On 25 February 2009, the NSW Government announced that 120,000 square metres of additional commercial floor space will be built at Barangaroo to help ensure Sydney remains a premier commercial centre in the Asia Pacific region.
A new ferry hub is also planned to provide transport to the more than 22,000 people who will live and work at Barangaroo.

HEADLAND PARK AND NORTHERN COVE
- In February 2009, an amended proposal to create a more natural headland and larger Northern Cove for Barangaroo was placed on public exhibition.
- In September 2009, the Barangaroo Delivery Authority submitted a Preferred Project Report for the Concept Plan modification to the Headland Park and Northern Cove, which took into account public submissions.
- The amendments now include improved public amenity and access, activation, sustainability and better connections to the surrounding area.
- Other proposed changes are a public amphitheatre, a wider public promenade, improved park access by both ramps and stairs, a level viewing area from the top of the park, and rocky terraces running down to the water’s edge.
