Hickson Road South upgrade
Hickson Road will become a primary connector for people travelling between the south of the CBD and the north. The Hickson Road concept design has incorporated community and stakeholder feedback. Sydney Metro has already delivered upgrades to the northern half of Hickson Road. The following design principles have been applied to the design:
- People first movement – prioritises safe, easy and comfortable movement for pedestrians and cyclists, with slowed traffic and reduced conflict with vehicles.
- Active and vibrant public spaces – creates welcoming, human‑scale places with shade, seating and reasons to stop, linger and spend time, not just pass through.
- Cohesive green streetscape – delivers a connected, high‑quality public domain through trees, shade, lighting, active frontages, street furniture and integrated crossings.
The proposal
As part of the planning process to complete the missing piece, a Review of Environmental Factors (REF) report is now on public display and available for comment. The proposal extends from the Napoleon Street intersection to the south, and the steps to High Street, Barangaroo, to the north.
Key elements of the proposal include:
- realigning Hickson Road to include new pedestrian crossings, a raised crossing to slow vehicles, tree-lined and widened footpaths
- a new separated two-way active transport corridor on the eastern side of the road, including space in the carriageway for cars to exit from neighbouring buildings
- new street lighting and wayfinding signage
- utility works, including drainage and stormwater upgrades
- landscaping with plants, trees and street furniture.
What is on public display?
Lendlease has prepared a draft Review of Environmental Factors report which includes a main document, and appendices. Feedback can be provided before Friday 22 May 2026, 5pm.

What are the next steps?
Following the public display of the draft REF, all comments and feedback from the community and stakeholders will be considered. The REF will be finalised and a determination will be made by Infrastructure NSW as a public authority under the Environmental Planning and Assessment Act 1979.
Construction will be coordinated with other precinct development and carried out in consultation with the community.
